| 1. Aranyakam –A Project For Promoting The Multi Facet Culture Of Tribals |
ARANYAKAM is conceived as a project for promoting the multi- facet culture and heritage of tribals in the State. The scheme envisages to open a center at Wayanad and with a view to promote the various tribal art forms, folklore, tribal music etc. The Institute will be working as a cultural centre with the support of tribals. Exhibitions and documentation of various cultural forms are presented in the centre and the visitors can make aware the traditional art forms of the tribals. The persons intends to conduct research works are also able to avail necessary supports from the centre.
The scheme also envisages that there will be interaction of tribals from other States / Foreign countries as part of the exchange of visits. |

| 2.Communication centres for the interior tribal settlements of Kerala (Wayanad & Attappady) |
This facilities can cater to the needs like a store house for keeping essential items like ration articles [ Under Grain Bank Scheme] during difficult times. [ Panja massangal] and a small reading room along with a T.V to make them aware about the contemporary world is a necessity. This facility can also be used as a meeting place for the tribal beneficiaries. This project is launched with an aim to provide 25 such remote settlements in the forest areas of Wayanad [ 15 Nos], Attappady [10Nos] with a communication facility in which a grain bank, T.V Kiosk and reading room will function. This can also act as educational centres for the proposed Total Literacy programme. |
| 3. IEC Project (Information, Education and Communication) |
The Publicity Wing in the directorate of the Dept will prepare an action plan for the implementation of the scheme. This scheme contents are cultural programmes, total literacy programme, Exhibitions, Folk art festivals, Upgradation of equipments, anti liquor propaganda etc. |
| 4. Conducting Baseline Survey of PTG’s |
Government of India had released an amount as grant in aid for conducting Baseline Survey of Primitive Tribal Groups of Kerala under the Central Sector Scheme of Development of Primitive Tribal Groups.
The Scheduled Tribes Dev.Dept has already conducted a Socio-Economic Survey of Primitive Tribes during 1996-97 and the report has been published on August 2002. |
| 5.Exchange of Visits by Tribals |
Govt of India had released an amount as grant in aid under the Central Sector Scheme of “Exchange of Visits by Tribals during 2002-03. The amount sanctioned is meant to cover the expenditure for the visit to various places with in the State of Kerala. |
The programme of Exchange of Visits by Tribals will be organised by the ST Dev.Dept, includes visiting Groups/Teams are able to exchange their experiences with each other in the areas such as Cultural, Sports, Agricultural and Allied activities / Rural Development, Small Scale cottage Industries, Social Sector Programmes, Human Resources Development, Health including indigenous medicines etc. |
| The beneficiaries will be selected by the Department belonging to the economically weaker class and below poverty line. The Group / team will be representative to include maximum up to 4 tribal from one community, minimum 3 women and 3 elected members of the local body or panchayat. |
| 6. Modernisation of Administration for monitoring schemes under Tribal Sub Plan |
The outlay proposed is meant for the implementation of the comprehensive modernisation programme prepared and approved by the Government in a phased manner. It cover the use of Information Technology [E Governs] especially for monitoring and developing a data base and computer training to staff. In addition to it propose a plan for capacity building of all categories of staff in this department. |
| 7.Tribal Youth Festivals and Development of Sports infrastructure. |

It is proposed to conduct festivals for tribal Youths in the age group of 15-35 covering Sports and Arts items. Youth Festivals will be held at two levels – at the District and the State. A portion of the outlay will be provided in those areas from which the largest number of Winners have come. |
| 8. Implementation of Kerala State Restriction in Transfer of Lands and Restoration of Alieanated Land Act,1999. |
| The outlay proposed under the scheme will be utilised for the restoration of lands and rehabilitation of tribal families who lost their lands through alienation. |
| 9.Package Programmes for Adiyans, Paniyans, and Primitive Tribal Groups |
Adiyans, Paniyans and the Primitive Tribal Groups are the most backward tribal people compared to other tribal communities. Therefore, need based and location specific package programmes for the benefit of these groups are to be formulated and implemented with special emphasis on education, health and economic development programmes. |
| 10.Tribal Promoters |
The scheme envisages to engage educated tribal youths in every tribal dominated panchayat for functioning as a facilitator for channelising and extending the benefits of tribal development schemes to the tribals and also to act as a link between the beneficiary tribals and the panchayats/sectoral departments. During 2002-03 1000 tribal youths have been selected and appointed for this purpose and trained in the areas of participating Rural Appraisal, participating monitoring, primary Health care and Natural Resource management. |
| 11. Strengthening Field Level Monitoring |
The Tribal Development Dept requires to strengthen the field level monitoring mechanism so as to ensure that the implementation of Plan Schemes achieve the desired the results. The officials of the department need to be provided good condition vehicles for the monitoring of the ongoing tribal development programmes implemented in the project/Tribal Development areas. For this purpose an amount of Rs. 10 lakh is proposed for purchase of vehicles [Jeep] and recondition of existing vehicles for monitoring the ongoing tribal development programmes. Accordingly an amount of Rs.10 lakh is proposed for the purchase of Jeeps / Cars for the use of the ITDPs / TDOs /Directorate. |
| 12. Assistance to Adikala Kendram. |

Adikalakendram activities are undertaken by KIRTADS since 1996. Researches on primordial art and craft forms, its documentaton, in multimedia for posterity are major activities. Similarly promotion of ST master artists, craftsmen, musicians and Kalasamithis by awarding annual grants etc. are proposed under this scheme during 2004-05. During 2002-03 the scheme has revised and the components are Research on tribal arts and Crafts, Documentation of tribal arts and crafts, promotion of mastermen and Artistes, training of youths in traditional arts and crafts. |
| 13.Assistance to Non-Government Organisations |
| It is proposed to involve NGOs in the tribal development especially natural resource management. Applications from interested NGOs will be called for selection made on transparent criteria off eligibility. The selected NGOs would be requested to submit integrated projects for natural resource management and sanction accorded based on the viability of the project. At least 15% of the project should be mobilised by the NGO from other resources. |
| 14.Trade and Arts Festival |
| It is proposed to organize an Annual Festival of Tribal arts. Marketing of products manufactured by Tribal groups is the part of this event. |
| 15.Opening of Grain Banks |
| Grain Banks opened in tribal areas which face chronic food shortages and for managing through Self Help Groups under Kudumbashree. |
| 16.Watershed studies with emphasis on tribal settlements (70% CSS) |
| Watershed studies in selected districts of Kerala with Special emphasis on tribal settlement is an ongoing CSS implemented by the centre for Earth Science studies in the five southern districts of Kerala. This project will likely to be completed during 2003-04. |
| As part of the 2 nd phase of the programme “ Watershed Development Programme in the Tribal settlements of Northern Kerala” begins on 2003-04 is operated in the tribal settlements of Kozhikode and Thrissur Districts |
| 17.Dr. Ambedkar Bhavan for Dalit Empowerment |
| The scheme envisages construction of Dr. Ambedkar Bhavan in the land made available at Mannamthala for the development activities of Scheduled Caste and Scheduled Tribes. Construction of Auditorium, Library, Museum, Art Gallery, Civil Service Examination coaching Centre, Capacity Building etc are the components of the project. The Project is envisaged as a joint venture of SC/ST Development Department. The preliminary works of the Construction works has been started. |
| State Advisory Board |
| This Board is constituted with the representatives of different communities for advising the government for the developmental activities. MPs , MLAs and selected Govt. Officials of state and central Govt. are also included. |
| Tribal complex |
| It is proposed to construct a building complex for the conservation of heritage and traditional skills of the tribals. It also intended to promot the art and culture or tribes. |
