1. Tutorial scheme for School going students and failed students.(state scheme)
   During the Xth plan 2002-03 onwards, the existing tutorial scheme is restructured to ensure higher pass percentage. For the high school going students a special tuition scheme will be introduced in the school or nearby tutorials according to the local requirements. Special incentives given to the Head of institution depending on result orientation. A detailed project describing the implementation of the scheme will be prepared. The scheme is targeted to10,000 high school going students.
2.Special Incentive to Brilliant Students(state scheme)
   The Scheme is to provide incentives to students who perform well from among educationally backward scheduled Tribe communities. The examinations covered under the scheme are SSLC, Plus-2, Degree and Post Graduate. Those who secure first class and highest marks below Ist class in the above examinations will be awarded incentive according to the quota fixed for them.
3.Bharat Darsan(state scheme)
   Under the scheme Scheduled Tribe boys and girls with meritorious background of studies are selected for All India tour for enabling them to have an orientation of development that is taking place in different parts of the country. Only the students in families below poverty line will be eligible for selection. An amount of Rs.6.00 lakh is proposed for the scheme during 2004-2005.
4. Incentive to Tribal Youths Specially Talented in Arts and Sports
   The scheme is intended to conduct Sports meets for tribal students. At the District and State Level will be conducted and give incentive to first or second place winners. Scheduled Tribe students admitted in the two sports hostels at Thiruvananthapuram will also be assisted with the amount proposed for this program.
5.Grant in-aid to Attappady Co-operative Farming Society[ACFS] for Conducting a School.
   This scheme aims at providing financial assistance to Co-operative society implementing suitable medical and educational programmes for the benefit of Schedule Tribes. The above outlay is mainly meant for the functioning and up gradation of facilities of the high school run by the Attappady co-operative farming society at Chindakkey, Agali. The facilities of the school is very limited. In order to equip this school with Lab facilities, furniture, repair and maintenance of existing building and salary of the teachers, an amount is proposed during 2004-2005.
6.Provision of Additional apprenticeship to ITC/ITI passed Candidates
   The Scheduled Tribe youths that come out, successful from departmental Industrial Training Institutes and other ITI/ITC's do not get immediate employment even after completing the regular apprenticeship. In such cases, it is proposed to provide stipend by the department for an additional apprenticeship for a period of one year or till their employment, whichever is earlier. The objective of the scheme is to prevent such vocationally trained persons from stepping in to non-skilled wage employment. The rate of apprenticeship will be revised to Rs. 2000/- and Rs, 1500/- respectively.
7Hostals
1 Post metric hostel and 104 Pre metric hostels are functioning under this department by providing food, accomodation, text books study materials uniform.

8. Improvement of Tribal Hostel:
   Providing boarding and lodging facilities to Scheduled Tribe Students near their schools for better education is envisaged under the scheme. It is proposed to upgrade the facilities of tribal hostels to improve the environment for better education.
9.Post-metric Studies.
Students those who are going for the courses after the completion of SSLC are elegible for Lump sum grant, Stipend, Pocket money and boarding expenses.

   Tribal students studying for Graduation, Post-Graduation, and other professional courses in Government, Private (Govt. recognized), and Self-Financing colleges are granted full fee concession along with Annual Lump-Sum Grant, and Monthly Stipend. The prevailing rates for these benefits are given separately. The boarding and lodging expenses of students staying in Government and Govt. recognized hostels are also met by this department.

10. Post Metric Hostels for Tribes
   The provision is for the running of the existing post metric hostel at Trivandrum and the newly proposed two hostels .
11.Post-matric Scholarships for Scheduled Tribes Students
   An amount is anticipated as 100% Centrally Assistance for the payment of lump sum grant, stipend, hostel charges, pocket money etc. to students belonging to Scheduled Tribes studying in post metric classes. Around 4000 students are targeted per year under the scheme.
12.Assistance to Private Hostels
   Tribal students studying in privet hostels approved by the department is eligible for the grant of Rs.250/- per month and Rs.125/- being the dress allowance
13.Grants and Incentives for children studying from Std-I to Std-XII.
   The tribal children are given various kinds of monetary assistance and incentives with the objective of attracting them to schools. A special feature of this scheme is that it is extended to all tribal communities regardless of their income. Assistance is given in the following areas to children studying from Std-I to Std-XII.

   A lump amount at the beginning of each academic year for purchasing essential requirements. This is known as Lump-sum Grant. (Rates applicable to various classes are given separately).
A small amount is given each month as Monthly Stipend. ( Rates applicable to various classes are given separately).

Tribal children studying in the ‘Tribal Schools' [ ie. Schools once run by this department and since transferred to the Education Department ], are given cloth for stitching two sets of uniform every year.

   Children belonging to ‘Paniya' and ‘Adiya' and primitive tribes are given a package of assistance under the scheme: Package Program for Adiyas, Paniyas and Primitive Tribes in order to ensure their enrollment to school. This includes, apart from the aids mentioned above, supply of uniforms, school bags, umbrellas and chappals.

   Children securing first class in the SSLC, Higher secondary, and degree examinations are given cash awards @ Rs.2500/-, Rs.3000/-, and Rs.3500/- respectively, recognizing their merit. Cash awards are given also to other top scorers in there examinations. This scheme is known as Special Incentive to Brilliant Students.

   Children of IV th and VII th standards manifesting special talent are selected and given special attension under the scheme: Ayyankali Memorial Talent Search & Development Scheme.



   Brilliant students of Std-IX are selected under the scheme: Upgradation of Merits of Sch. Tribe Students and given special coaching in order to make them capable of succeeding in various competitive examinations including Med./Engg. Entrance Examinations.

   

14. Construction of Boys’ Hostel (State Share 50%).
   Out of the 70 boys hostels run by the Scheduled Tribe Development Department, only 40 have permanent department buildings. The objective of the scheme is to construct permanent buildings for the hostel functioning in rented buildings or temporary sheds. At present building construction is going on for 2 boys hostels. Among them one is nearing completion. There fore new buildings are needed for 28 hostels. An amount is proposed during 2004-2005 as 50% state’s share for undertaking the construction of 2 new hostels and for the completion of the 2 ongoing hostel construction works.
15. Construction of Girls’ Hostel (State share 50%)
   The scheme aims at construction of permanent buildings for girls hostels in a phased manner. Out of 34 girls hostels only 28 have permanent buildings and the remaining are housed in rented buildings or temporary sheds. Even though a few hostels have permanent building, new building have to be constructed for them as they were constructed long back and are in dilapidated conditions. At present building construction is going on for 2 girls’ hostels. Among them, one is nearing completion. Hence an amount is proposed during 2004-2005 as 50% State share for undertaking the construction of 3 new girls hostels and for the completion of 2 ongoing works.
16. Scheme for purchase of land for construction of Tribal Hostels
   Out of 104 ST pre metric hostels, new buildings have to be constructed for 28 boys hostels and 4 girls hostels. The proposed amount is intended for purchase of land for constructing buildings through open purchase or the method of land acquisition.
17. Ayyankkali Memorial Talent Search and Development Scheme.
   This is a scheme for spotting talent and providing continuous assistance to the talented students so that they can realize their potential. The selection will be made through an intelligent test to be conducted at the end of standard IV and standard VII. The selected student would be given the cost of books, medical care, hostel facilities and would be given special guidance and counseling.
18. Pre primary Education
   The Department has set up a number of Nursery schools and Balawadies throughout the State for extending free Pre-Primary education to the tribal children. As a part of the de-centralisation process adopted by the state Government in various departments, the control of these institutions was handed over to the respective Grama Panchayats in 1997. However, the expenses towards the running of these institutions, such as food charges, dress, toys, and salary of staff are still met by this department. These institutions are now known as KINDERGARTEN. At present there are 58 such institutions. The financial assistance given for these institutions are as follows:-

•  Noon feeding……………..Rs. 5/- per day, per head.

•  Dress……………………...…Rs. 200/- per head, per year.

•  Toys………………………….Rs. 500/- per year per Kindergarten.

•  Honorarium for Teacher.. Rs.1000/- per men sum.

•  Honorarium for Ayah….....Rs. 500/- per men sum.

[ The Teachers and Ayahs of the erstwhile Nursery schools are Govt. Employees, who are paid as per the scale of pay applicable to them. ]
19. Pre-metric Studies.
   The scheme is intended to the payment of lump sum grant and monthly stipend to students belonging to Scheduled Tribes studying in pre-metric classes. Around 55000 students are targeted per year under this scheme. The amount proposed will supplement the Non-Plan provision available for this scheme.

20 . Peripatetic education to the Primitive Tribes.
   The Primitive Tribes are distributed in isolated vested and reserved forest areas. All the children cannot be brought to a centre and impart formal education. So the services of peripatetic teachers have to be engaged. To begin with 100 teachers may be selected from among -the Primitive Tribe communities. This is a single teacher program and the teacher is expected to visit the identified settlements and give education. The resource person should be given advance training regarding the community's customs, manners, language, etc. A primer for Primitive Tribe communities has already been prepared and that can be made use of. The number of settlements to be covered may be selected depending upon the distance from the nearest growth centre. It is expected that the students will get interested in education without uprooting from their isolated settlements. The students may slowly be given to the hostel accommodation when they reach 2 nd or 3 rd standards and can continue their education.
   The remuneration for such teachers may be fixed as Rs.3000/- per month
21.Scheme for providing better educational facilities to talented ST students
   The scheme was started by the Department before conceiving the idea of starting MRS for tribal students. Now there are 18 MRSs are functioning under the control of the Department and these schools are imparting meritorious education to the tribal students. Under the circumstance, the scheme better education facilities to ST students need not be continued from 2004-05 onwards.
   The amount is for meeting the expenses towards boarding, lodging ,tuition fee etc. of the students now studying under the scheme.(District panchayath scheme)
22.Total Literacy Program. Proposal for Wayanad & Attappady
   The Tribal literacy program launched in the State in 1991-93 could not create much impact on the increase in literacy of the tribals mainly due to the absence of proper follow-up programmes after the long campaign. In view of this it is proposed to start Total Literacy program in selected tribal pockets of Wayanad and Attappady as a gap filling arrangement. It is proposed to arrange classes of illiterates in evenings preferably between 5.30 PM & 6.30 PM.

   In selected centres, a thatched shed costing Rs. 2000/- will be set up. A lantern [Kerosene/Gas] Study materials and light refreshment will be provided. In order to overcome dilect problem, educated tribal youths as far as possible the long into the same settlement will be engaged as teachers [ Part-time] to handle classes. An honorarium of Rs. 1000/- per month will also be provided per teacher.The annual unit cost per centre is estimated as Rs. 15000/-. It is proposed to start 50 centres in Attappady and 223 centres in Wayanad.
23 .Insentive to parents
   The parents are given Rs.10/- per child each month as an incentive for sending their child to school. This is known as Incentive to Parents.
24.Award of Research Fellowships in Various Aspects of Tribal Development (100 % CSS)
   The objective of the scheme is to attract talented researchers in various socioeconomic characteristics of tribals so that the valuable finding of their studies / research can be used for the formulation of feasible development plans and project for the tribals. The scholarship amount will be approximately Rs.30,000 per year.
25.Vocational Training Institute for Scheduled Tribes
   The Scheme is intended to impart vocational training to Scheduled Tribe Youths for enabling them to acquire technical qualifications and secure employment in skilled .Technical jobs. At present there are three VTCs functioning at Thiruvananthapuram, Idukky and Pahanamthita. The Govt of India have stipulated the five trades namely, Radio and Television, Air Condition and Refrigerator, watch repairs and Electrical & welding . These five trades have the approval of National Council for vocational training. The VTC at Thiruvananthapuram is now functioning on NCVT pattern. During 2003-04 action is being taken to start two VTCs - Wayanad and Palakkad.
26.Upgradation of Merits of Scheduled Tribe Students
   The aim of the scheme is to assist Scheduled Tribe students by providing them extra coaching, both remedial and special with a view to remove their social and educational deficiencies etc. and facilitating their admission to professional courses where entry will be based on competitive examinations(Assistance for Entrance Examination). It is proposed to select 10 such students during 2004-2005 and provide extra coaching.
27.Supply of Cloths
   The Scheme is intended to supply two pair of Uniform cloths worth of Rs.75/- to the children studying in Lower primary classes.
28.Special Incentive to Talented Students
   This scheme is intended to give financial assistance of Rs. 50/- to the students those who are scoring more than 45% marks annual examination of 9th,10th standard and Rs 200 for passed students in S.S.L.C.
29.Guaranteeing Quality Education to tribal students
   The Quality of education among the tribals of Kerala is extremely poor. Though students move up to standard X, their level of learning has been found out to be far below the average. The scheme has the following components.
 
1. Ensuring 100% enrolment in schools.
2. Increasing Hostel strength wherever required to accommodate additional students.  
3. Conduct of tests to determine minimum levels of learning every six months.  
4. Arranging remedial teaching through committed teachers and NGOs.  
5. Conduct of special coaching centres for students who have failed in standard X.  
6. Guide good students at the Higher Secondary level to enable them to compete in     Entrance Examinations.  
7. Admit outstanding students from backward tribal communities in schools of repute and     meet their educational costs.  
8. Undertaking educational remediation activities with the assistance of Universities, NGOs,     Experts in Education & Tribal Development and Tribal animators.  
9. providing academic and research back up to quality improvement of the education of     tribals.  
30. Boarding grants to Private Hostal
The students accommodating in hostals approved by the department and run by the NGO's can avail an amount of Rs 250/- being monthly grant and Rs 125/- for dress allowance for each student
 
31. Research Studies
Research scholars can avail the financial assistance of Rs 10,00,00 /- for doing the research work related to the tribals.
